Other experiences of the associate partners:

Naturally, the experience of the associate partners brought together in Regulaid goes beyond the one accumulated in the context of this relatively young company. In this section, we describe a sample of other and earlier assignments and working experience of the Regulaid associate partners:

• Drafting primary and secondary telecommunications legislation and licenses to implement the EU new regulatory framework in the national legislation of Greece, the UK, the Netherlands, Cyprus and other countries.

• Establishing and managing the national telecommunications regulatory authority in the Netherlands, Ireland, Spain, Malta and other countries. Establishing a model for the institutional co-operation between the Dutch telecommunications regulator and the general competition authority.

• Developing, managing and executing the program of market reviews (market definition, competition analysis and regulatory remedies) as required to implement the new EU telecommunications Framework in the UK, the Netherlands, Luxemburg, Malta and other countries. Management of the relationship between the regulator and the European Commission in order to gain acceptance of the proposals.

• Giving strategic technological advice to national regulatory authorities in the UK and other countries. Providing a focus for the regulators external relations with the engineering community in industry, government and academia. Advising other government departments on network resilience, national security and civil emergency issues. The operation of the Numbering Unit.

• Assisting in the drafting and/or the regulatory evaluation of Reference Interconnection Offers or Reference Unbundling Offers in the United Arab Emirates, Iran and Saudi Arabia

• Assisting in the drafting and/or the regulatory evaluation of Reference Interconnection Offers or Reference Unbundling Offers in the United Arab Emirates, Iran and Saudi Arabia.

• Enhancing the capacity of the institution responsible for the regulation of the Telecommunications sector in Cyprus through the implementation of Costing Models based on LRAIC/LRIC regarding Interconnection, Local Loop Unbundling and Universal Services.

• Developing a "Bottom-Up" LRAIC model capable of handling Significant Market Power operator's traffic and reflecting demographic, geographical and topological conditions in Mozambique. Providing a sensitivity analysis for different cost bases for setting interconnection charges, and different ways to allocate relevant common costs.

• Assessment of technologically neutral best practice options regarding types of access to electronic communications infrastructure, potential sources of co-finance and associated ownership structures, and mechanisms for the optimal implementation in rural Ukraine.

• Developing strategic options and a decision making framework for privatisation of incumbent operator in Nepal, including a detailed feasibility assessment and company valuation. The project scope covered fixed, mobile and rural access services. The project also included a cost model based on FAC (fully allocated cost) to determine cost-based prices for fixed services and interconnection rates.

• Review of policy documents produced by National Regulatory Authority of Trinidad on access regime, interconnection, and other regulatory matters, and production of recommendations for change for the Minister of Communications

• Analysis of the Moroccan mobile phone market for a mobile phone operator, and in particular the market for calls to mobile phones, and of fixed interconnection rates. Comparison of fixed and mobile markets in other North African countries. Recommendations to the client on appropriate approaches to the regulatory authorities in setting mobile termination rates and gaining low interconnection prices.

• Executing a project for the Latin American Regulators Association (REGULATEL) aiming at establishing financing sources and means to consolidate REGULATEL and ensure its sustainability, and assisting it, via the definition of a detailed activity planning, in becoming an effective and efficient organization which leads regulatory harmonization in the region.

• Advising the economics commission of the Dutch parliament on the revision of Competition Law.

• Analysing of the economic effects of privatisation in the Dutch cable TV market, on behalf of the Dutch Ministry of Economic Affairs.

• Assisting the OECD on competition issues in a Survey of the Netherlands.

• Assisting several organisations in the energy, water and telecommunications sectors in their discussions with the Dutch, German and European competition authorities on competition regulation, concentrations and alleged cartels.

• Managing numerous research projects on liberalisation and privatisation issues commissioned by the Dutch government as well as by private organisations, e.g. in the market for health care, the market for petrol, the market for (green) energy and the market for radio frequencies.

• Performing extensive research on buying power, leading to new policy guidelines of the Dutch general competition authority.

• Advising a UK market player on acquiring spectrum to provide localised GSM services in the UK, including business modelling as well as economic and competition analysis to support input to the regulatory authority.

• Assisting new market entrants achieving plans to establish MVNO operations in Germany, Belgium, the UK and the Netherlands with regard to the regulatory requirements and the numbering aspects.

• Appraising submitted cost accounting systems for telephony (originating access, Carrier Pre Select, Miaco, Friaco), broadband (ULL, MDF Access, Collocation, Rental Charges), mobile interconnection (Direct and Indirect interconnection between mobile operators).

• Drafting consultation documents on broadband policies for the Netherlands regulator. Drafting a Reference Offer on MDF Access and Collocation and developing a bottom up costing model for collocation. Solving disputes between the incumbent operator and Other Licensed Operators about collocation (access, conditions, costs and charges). Regular appraisal rounds for cost accounting systems collocation.

• Advising on and co-organising license auctions and beauty contests in the Czech Republic, India, Aruba, and the Netherlands, and designing a hybrid beauty contest/auction of commercial broadcasting license. Advising on the subsequent necessary amendments of the regulatory framework for telecommunications.

• Advising participants in Italian, Hong Kong, Denmark license auctions and tenders.

• Advising the Ministry of Interior Affairs on the implementation of the single emergency number (112) enhanced with location information (E-112).

• Making an analisys of the perspectives for UMTS-services, commissioned by the Dutch incumbent operator.

• Assisting a Dutch mobile operator in the discussion with the Dutch regulatory authority on the question if this operator had significant market power.

• Assisting a Dutch mobile operator in the discussion with the regulatory authorities on the tariffs for call termination.

• Assisting a Dutch fixed network operator in the preparation for the discussion on the new European regulatory framework.
